National cancer Waiting Times Monitoring Dataset Changes in July 2012

To support local development to implement the chages to the National Cancer Waiting Times Monitoring Data as specified in Amd 23/2011 there are now two documents available for local users:

Both these documents relate to the implementation of the changes to the dataset to better support the monitoring of treatment modalities and patient choice, they are not to be used to transmit data prior to the implementation of those changes.

National Clinical Audit Support Programme (NCASP)
This section focuses on the National Cancer Audits that are in place within the NHS and includes submission schedules and defined audit data sets.

Somerset Cancer Register (SCR)
An outline of the Somerset Cancer Register data collection system highlighting information to be collected, current and future developments and usage within the Merseyside and Cheshire Cancer Network.

Cancer Outcomes and Services Dataset

The COSD will be the new national standard for reporting cancer in the NHS in England.  It will replace the current National Cancer Dataset and will include the Cancer Registration dataset and additional site specific data items relevant to the different tumour types. It will be aligned with existing national cancer datasets (Cancer Waits and Radiotherapy) and with the Systemic Anti Cancer Therapy dataset (SACT) currently development. The COSD is being developed by the NCIN in collaboration with it's Site Specific Clinical Reference Groups.

Local Cancer Information

North West Cancer Intelligence Service

NWCIS collects details on all patients with malignant, in-situ or borderline tumours, and benign tumours of all cancer types. Data are collected on the patient (e.g. age and sex), tumour (e.g. type and stage) and management (e.g. hospitals attended and treatments given).

NWCIS change the data they collect into information that is used to plan and evaluate cancer services, to undertake research into the causes, prevention and treatment of cancer, and to improve the management of individual patients.

As the only available source of reliable, population-based information on cancer incidence, prevalence and survival rates, NWCIS have an essential role in the implementation and monitoring of key national initiatives

National Cancer Intelligence Network (NCIN)

The NCIN is a UK-wide initiative, working to drive improvements in standards of cancer care and clinical outcomes by improving and using the information collected about cancer patients for analysis, publication and research.

Cancer Information tools (NCIN)

Cancer Commissioning Toolkit

The Toolkit has a role with the new NHS Commissioner and Provider landscape and is the first point of contact for Cancer Commissioners to benchmark the services they commission at National, NHS Trust, Primary Care Trust, GP practice and Clinical Commissioning Groups.

It includes a wide range of high level indicators and profiles across the patient journey.

The types of data available include:
Incidence; Mortality; Survival; Smoking Cessation; Peer Review; Screening; Referrals; Waiting Times; Radiotherapy; National Audit; Cancer medicines; Place of death; Programme Budgeting.

Profiles now include:
PCT and GP practice level data, Routes to Diagnosis, Hospital Episode Statistics (HES).

The data within the Toolkit aims to assist Commissioners to identify patterns of care that can contribute to saving lives, give options re services ensuring value for money and share information to help improve patient experience.

Waiting Times

In this section:

The Cancer Waiting Times Database will be shut down at 17:00 hours on the Upload Deadline dates below. This is to allow the reports to be generated overnight. The system will become available at 09:00 hours the following morning, at which point the newly generated reports will be available.

Uploads must be submitted to the upload queue before 17:00 hours on the Upload Deadline dates below in order for the data to be included in the generated reports. The upload process will be allowed to fully process all entries in the queue before the reports are generated.

We recommend that you aim to complete uploads a few days prior to the deadlines, to allow time to check your data and make any necessary corrections.

Records can be manually created or modified using the Record screen up until the time when the system is closed down at 17:00 hours on the Upload Deadline dates below.

Somerset Cancer Register (SCR)

The Somerset Cancer Register (SCR) is a single database application which was developed by Somerset Health Informatics (SHI). It was designed to be used as a tool to assist in the diagnosis and management of the patient and to reduce duplication of information collected at different points on the patient pathway. It has the capability to collect clinical cancer data for each cancer site that allows real time collection of data in a timely and user friendly way.

What data can the SCR collect?

The SCR database can collect clinical cancer data for each site along the patient pathway. It also encompasses all of the National Cancer Minimum datasets which includes:

  • National Cancer Waiting Times dataset
  • National Cancer Registry dataset
  • National Clinical Audit Support Programme (NCASP) datasets
  • Royal College datasets
  • GP/PCT downloads
  • Local download facilities
  • Tertiary referrals
  • Priority Target Lists
  • Export facilities to upload data to National Cancer Waiting Times, North West Cancer Intelligence Service (NWCIS), Royal College and NCASP datasets

Coverage

Within the Merseyside & Cheshire Cancer Network, 11 of the 12 hospital Trusts have already implemented the SCR database. The final Trust in our network is intending to implement the SCR database in due course. The Trusts and PCT’s within the Merseyside and Cheshire Cancer Network and associates that have implemented the system include:

SCR Development

Development of the SCR system is still ongoing. Development of the system is a continuous process in improving the usability and updating each cancer site module. An SCR Change Advisory Board (CAB) has been introduced whose fundamental purpose is to undertake the review of change requirements to the SCR database. The CAB comprises of the Change Manager, IT and Customer organisations.
